The Emory Regional Training Center (RTC) is the training center for federal Region IV. Established in 1970, the RTC is housed within the
Department of Gynecology and Obstetrics of Emory University's School of Medicine.
While a component of the Medical School, the RTC is a
grant-supported agency. The RTC was established at the same time as Title X (ten), the National
Family Planning Act of the Public Health Service. Title X was instituted to provide funding to
clinics for clinical reproductive health services and education. At the same time the clinic and delegate
sites were established, the Public Health Service also launched the Regional Training Centers
within each federal Region.
The RTC serves eight Southeastern states: Alabama, Florida, Georgia, Kentucky, Mississippi,
North Carolina, South Carolina, and Tennessee. There are nine other sister agencies throughout
the United States, although the RTC is the only center located within a university. The remaining
training centers are private non-profits and/or consulting agencies. Being a component of the
Emory University Medical School gives the RTC increased access to expert trainers and consultants within the
southeast. The Emory RTC serves the largest population among the training centers, with
1,200 clinic sites within Region IV.
The primary role of the RTC is to provide family planning clinicians and staff with opportunities for
continuing education. The original program, called General Training, is still in place today. This
program provides approximately twelve training days to each state within Region IV on any family
planning topic requested. Over the years, our programs and services have expanded to include a
variety of reproductive health related initiatives including conferences, in-depth clinical training
workshops, and demonstration projects on topics such as Adolescent Pregnancy, HIV/AIDS,
Chlamydia Reduction, Domestic Violence, Colposcopy, and Substance Abuse.
